Assessing the Influences of a Flood Diversion Project on Mitigating River Stage, Inundation Extent and Economic Loss

چکیده
Taiwan usually suffers severe inundation disasters during typhoons and strong rainstorms, and therefore flood mitigation is considered an important issue. To assess the effect of the Yuansantze flood diversion tunnel (YFDT) on flood mitigation at the upstream reaches of the Keelung River, a three-dimensional, unstructured grid, Finite-Volume, primitive equation Community Ocean Model (FVCOM) was used. The model was validated with observed data for water levels and inundation extent during different typhoon events. The simulated results show a good agreement with field measurements of water level with three historical typhoon events but underestimated the measured inundation extent with Typhoon Nari. The validated model was then applied to assess the flood mitigation and economic loss with the YFDT. The results demonstrated that the river level decreases approximately 3 m with the YFDT and that the inundation extent decreases by more than 50% in the Ruifang District with YFDT. The YDFT aims to not only mitigate hazards but also reduce economic losses. The average annual expected benefit after construction of the YFDT is approximately 184 million NTD in the Ruifang District. OPEN ACCESS

Effect of digital elevation model’s resolution in producing flood hazard maps
Flooding is one of the most devastating natural disasters occurring annually in the Philippines. A call for a solution for this malady is very challenging as well as crucial to be addressed. Mapping flood hazard is an effective tool in determining the extent and depth of floods associated with hazard level in specified areas that need to be prioritized during flood occurrences. Precedent to the...

Flooding is one of the most occurring natural hazards every year risking the lives and properties of the affected communities, especially in Philippine context. To visualize the extent and mitigate the impacts of flood hazard in Malingon River in Valencia City, Bukidnon, this paper presents the combination of Geographic Information System, high-resolution Digital Elevation Model, land cover, so...
متن کاملPhysical and Economic Impacts of Sea-Level Rise and Low Probability Flooding Events on Coastal Communities
Conventionally flood mapping typically includes only a static water level (e.g. peak of a storm tide) in coastal flood inundation events. Additional factors become increasingly important when increased water-level thresholds are met during the combination of a storm tide and increased mean sea level. This research incorporates factors such as wave overtopping and river flow in a range of flood ...
متن کاملScenario Simulations and VR for Flood Disaster Emergency Responses in Dansuie River
The area of the Dansuie River watershed located in the northern Taiwan is 2,726 km. The main stream runs 159km through the Taipei metropolitan areas as the political, economic, and cultural centers of Taiwan. Owing to short and steep runoff path-lines and non-uniform rainfall patterns, large floods arrive rapidly in the middle-to-downstream reaches of the watershed, causing serious damage. In o...
